SCIEP Settled in Bao’an Talent Park

On the morning of the 26th, Shenzhen Center for International Exchange Personnel (SCIEP), which aims to “continue to perfectly hold Conference on International Exchange of Professionals (CIEP) and strengthen international talent and intelligence exchange and cooperation”, was unveiled and settled in Bao’an Talent Park, as the 16th CIEP will be held in Shenzhen from April 14th to 15th, 2018.

The center was jointly unveiled by Zhang Jianguo, Vice-Minister of Human Resources and Social Security and Director of the State Administration of Foreign Experts Affairs (SAFEA), Chen Rugui, Mayor of Shenzhen, Lu Ming, Deputy Director of SAFEA, Ai Xuefeng, Deputy Mayor of Shenzhen, Xia Bing, Director of China Association for International Exchange of Personnel (CAIEP), Zhong Yanguang, Deputy Director of the Foreign Experts Information Research Center (FEIRC) of SAFEA, Sun Fujin, Director of Human Resources and Social Security Bureau (HRSSB) of Shenzhen Municipality, and Yao Ren, Mayor of Bao’an District.

Shenzhen Center for International Exchange Personnel Unveiled

In order to fully tap the resources of CIEP and normalize the matching between talents and projects, the General Office of Shenzhen Municipal Government approved the establishment of SCIEP on September 22nd.

According to the approval document, the center was jointly established by FEIRC of SAFEA, CAIEP, HRSSB of Shenzhen Municipality, and the People’s Government of Bao’an District, under the guidance of SAFEA and Shenzhen Municipal Government. The main functions of the center are: to hold CIEP; to undertake international talent exchange and cooperation and events, conferences, and training projects related to international talents; to undertake introduction services of overseas high-level talents and projects; to establish the information base of overseas high-end talents and returned overseas Chinese; and to undertake recruitment events for foreign jobs in Shenzhen.

Its specific tasks include: to organize CIEP; to provide services for the projects of overseas high-level talent introduction by the provincial and municipal intelligence introduction departments and units; to assist in the introduction and training of overseas talents under the guidance of the Municipal HRSSB; to undertake overseas high-level talents’ matching with and settlement in Shenzhen employers in cooperation with Shenzhen Liaison Office for Overseas High-level Talents and Overseas Innovation and Entrepreneurship Center; to undertake the informationalization of CIEP for SAFEA; and to undertake the recruitment of foreign talents and returned overseas Chinese for Shenzhen employers.

National Demonstration Base for Intelligence Introduction under Joint Efforts

According to the development plan of SCIEP, the center is a national and international specialized agency engaged in international talent intelligence exchange and cooperation under the guidance of SAFEA and Shenzhen Municipal Government, commissioned by HRSSB of Shenzhen Municipality to undertake the daily work of the CIEP Organizing Committee Office. It aims to build a global network of innovative talents, to make CIEP a gateway to China’s introduction of intelligence, and to provide a strong talent and intelligence support for China’s economic and social construction.

At the same time, the center is authorized by the CAIEP to serve as its Shenzhen center. It is an innovative carrier to strengthen the intelligence introduction cooperation between SAFEA and the People’s Government Shenzhen Municipality. It is a service platform for the introduction of international high-end talents and projects. It aims to create a national demonstration base for attracting high-end talents and innovative projects from overseas.

In order to achieve the above development goals, the center will implement the corporate governance structure under the guidance of the CIEP Organizing Committee, set up the SCIEP Council, and invite the initiating units to participate in it. The decision-making body, with the Council as the center, determines the overall, strategic, and critical issues of the development of the center, including development direction, strategic planning, and review of major issues. It reports to SAFEA and the People’s Government of Shenzhen.

In addition, after the completion of SCIEP, it will be awarded the title of “National Demonstration Base of Intelligence Introduction” by SAFEA.

“Talent Park + Center” Supporting Bao’an’s Development  

Located on the main channel of Asia-Pacific, Bao’an is at the core of the Guangdong-Hong Kong-Macao Greater Bay Area. It has a solid industrial foundation, with 2,233 industrial enterprises above designated size, accounting for 32.1% of those in Shenzhen, and a smart manufacturing industry with a scale of RMB 100 billion. In 2016, the regional GDP exceeded RMB 300 billion, marking a new leap in history.

Talents are fundamental and critical. At the moment of comprehensively building “a modernized and internationalized coastal Bao’an, a quality and innovative industrial city, and an livable and energetic district for industries”, Bao’an is more eager for talents than at any time in history. Bao’an Talent Park officially started construction on April 21st, 2017. The park is advantageously located in Fuhai Sub-district, Bao’an District, in the industrial hinterland of Bao’an and the core area of Guangdong-Hong Kong-Macao Greater Bay Area. SCIEP now settles in Bao’an Talent Park. With the integration of various quality resources, it will surely help Bao’an introduce overseas talents and intelligence in multiple dimensions and various fields, and strongly support the “coastal Bao’an, industrial city, and energetic district” with talents.
