Science, Technology and Innovation Commission of Shenzhen Municipality (Shenzhen Bureau of Foreign Experts Affairs) sets up the first sub-district work station for granting work permit to foreigners working in China

The Zhaoshang Sub-district Work Station for Granting Work Permit to Foreigners Working in China was officially set up and opened for service on May 8, 2020. It's the first sub-district work station of its kind following the Pingshan Work Station and Huawei Work Station of this city.

To optimize business environment, the Science, Technology and Innovation Commission of Shenzhen Municipality (Shenzhen Bureau of Foreign Experts Affairs) has taken initiative to communicate and closely cooperate with Zhaoshang Sub-district of Nanshan District, to advance reforms to delegate power, streamline administration and optimize government services: First, highlighting the "delegate power", and innovating examination and approval modes. According to statistics, there are 10,922 foreigners from 112 countries in Zhaoshang Sub-district and surrounding areas in Nanshan District. Within the sub-district are 6 international schools and many famous multi-national enterprises, such as Apple, Philips, IBM and CNOOC. In the past, employers and foreigners applying for a work permit for foreigners working in China needed to go to the administrative service hall at the civic center in the center of Futian, which is  time-consuming. After this sub-district work station is set up, a lot of time can be saved for employers and foreigners, for all-online processing is possible now. After application is submitted, the Science, Technology and Innovation Commission of Shenzhen Municipality would examine the application information and if the application is accepted, the service window of Zhaoshang Sub-district would issue the original work permit. Second, ensuring to "streamline administration" and improving the supervision mechanism. To ensure orderly operation after delegating power, the Science, Technology and Innovation Commission of Shenzhen Municipality (Shenzhen Bureau of Foreign Experts Affairs) further organizes training for staff members at windows of the work station. Before entry, they would experience an internship at the administrative service hall of the civic center, to get familiar with their work and learn the work discipline. At the same time, they would sign an agreement with the Zhaoshang Sub-district Office, specifying the work duties, work mechanism and privacy requirements of both parties, so as to ensure the responsibilities of the service window carefully allocated and assumed. In order to strengthen the supervision during and after the event, the Science, Technology and Innovation Commission of Shenzhen Municipality (Shenzhen Bureau of Foreign Experts Affairs) will also conduct random spot checks and reviews of work station business from time to time. The third is to focus on "Service" and build a service system. By setting up work stations in the streets, the sub-district not only extends the business to the grass roots and provides services to foreigners nearby, but also can understand the relevant information of foreigners and their employers within their jurisdiction, thus implementing more accurate management and services in community integration, cultural publicity, epidemic prevention and control, etc. In combination with the construction of international blocks in our city, the sub-district work station model of work permit in China can be replicated and popularized throughout Shenzhen, thus gradually establishing a work permit service system for foreigners in China covering the whole city.

In the next step, the Science, Technology and Innovation Commission of Shenzhen Municipality (Shenzhen Bureau of Foreign Experts Affairs) will strengthen cooperation with the Entry and Exit Department of the Public Security Bureau, to implement a more open and convenient policy on the work of overseas talents and entry and exit policies, to jointly build "Shenzhen Service Center for Employment and Residence Affairs of Foreigners" and "Comprehensive Service Management System for Foreigners", to take the lead in implementing the six "ones" for foreigners to work and stay in the whole country, which are "one set of materials, one form, one application, one-window acceptance, one-platform management, and one-time completion”, to attract more outstanding foreign talents to our city for innovation and entrepreneurship, and to provide talent guarantee and intellectual support for Shenzhen to build a leading demonstration area of socialism with Chinese characteristics and a city model of building a modern and powerful socialist country.
