Upon approval, the 21st Conference on International Exchange of Professionals (hereinafter referred to as “the CIEP” or “the Conference”) is scheduled to be held in Shenzhen on April 15-16, 2023. The related matters are hereby notified as follows:
I. Time and Venue
(I) Time：April 15-16, 2023；Sign-in and exhibition arrangement on April 13-14, 2023.
(II) Venue：Conference rooms on 5/F and 6/F, Halls 1-6, Shenzhen Convention and Exhibition Center, and some conference rooms of the Wuzhou Guest House Shenzhen.
II. Main Contents
According to the General Work Plan for the 21st Conference on International Exchange of Professionals, the “dual-engine” (offline and online) model will be continued for the 21st CIEP. Specifically, the offline exhibition is planned to involve 5 major sections: Opening Ceremony, Forums, Exhibition Negotiation, Talent Recruitment, and Theme Activities, while other services are planned to be offered online, including Virtual Exhibition Hall, Expert Online, and Online Recruitment. More importantly, we will strive to build a three-dimensional exhibition system, enrich the functions of the exhibition in an all-round way, and promote mutually beneficial and win-win bilateral and multilateral international cooperation in science and technology innovation and talent exchange in an open environment, with a view to continuously strengthening the agglomeration of global scientific and technological innovation resources and elements, improving the efficiency and quality of serving to build a new pattern of development, and promoting the high-quality development of national and local economy and society.

Exchange of Professionals General Work Plan
The 21st Conference on International Exchange of Professionals (hereinafter referred to as “the CIEP” or “the Conference”) is scheduled to be held in Shenzhen from April 15 to 16, 2023. The year of 2023 is an important year for China to embark on a new journey to build China into a modern socialist country in all respects and advance toward the Second Centenary Goal, which marks the beginning of China’s implementation of the spirit of the 20th CPC National Congress, and is crucial to accelerate the pace of deepening the reform of China’s scientific and technological system. This General Work Plan is hereby formulated in the interest of effectively holding the Conference that will be held following the 20th CPC National Congress.
I. Guiding Philosophy
Following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will unswervingly understand the new development stage, apply the new development philosophy and move faster to create a new pattern of development on the basis of conscientiously implementing the guiding principles of the 20th CPC National Congress, the Central Economic Work Conference, and the Central Talent Work Conference. At the same time, we will serve the initiatives of “four targets” and accelerate the construction of talent centers and innovation hubs of global importance, with a view to promoting the sci-tech self-reliance and self-improvement. Closely focusing on the themes of“promoting scientific and technological innovation, seeking common development and benefiting global talents”, and adhering to the frugality and honesty-oriented conference holding principle, we will expand open cooperation in the field of science and technology based on diversified standards including internationalization, specialization, low carbon, informatization and marketization, and enhance a series of capacity constructions including innovation leading force, hard power, driving force, supporting force and source power, so as to create an excellent ecological environment for talent innovation and build an attractive international platform for science and technology innovation and talent exchange, thereby effectively promoting the transaction of science and technology and popular science products as well as the transfer and transformation of technological achievements. Most importantly, on the premise of continuously exerting the overall effect of synergy and mutual promotion among industrial chain, innovation chain, talent chain and value chain, we will join hands with all parties to share the “China opportunities” created by scientific and technological progress and innovation development, devoting ourselves to serving and accelerating the construction of an open innovation ecology and the Community of Shared Future for Mankind.

(I) OFFLINE EXHIBITION
1.Opening Ceremony
Relevant leaders and guests will be invited to deliver speeches at the opening ceremony.
2.Forums
With the goal of building a “podium” and “mouthpiece” in the field of international cooperation in science and technology innovation and international exchange of personnel, we will put forth efforts to build a forum system with the main forum of Shenzhen Forum as the core and sub-forums, parallel forums and special sessions as the auxiliary.
In the context of promoting mutually beneficial and win-win bilateral and multilateral international cooperation in science and technology innovation and talent exchange in an open environment, relevant leaders, foreign experts, top scientists and well-known entrepreneurs will be invited to attend the main forum of Shenzhen Forum and conduct in-depth discussions and exchanges on a series of major issues, including strengthening the national strategic scientific and technological strength, accelerating the construction of talent centers and innovation hubs of global importance, enhancing the technological innovation capability of enterprises, stimulating the innovation vitality of talents, and improving the system and mechanism of scientific and technological innovation.
Focusing on the key areas of economic and social development, relevant governmental officials, experts, scholars and professionals will be invited to attend the sub-forums, parallel forums and special sessions of the Shenzhen Forum and introduce policies and environment, exchange ideas, promote philosophies and share experience on the priorities and topical issues in science and technology cooperation, talent exchange, green and low-carbon, rural revitalization, fintech, integration of innovation chains and industrial chains, and research on disruptive technologies.
3.Exhibition Negotiation
With supply-side structural reform as the main line and focusing on the construction of an innovation ecological chain that serves the “basic research + technical research + achievement industrialization + fintech + talent support”, the Conference will display the positive progress and important achievements in the field of international cooperation in science and technology innovation and international exchange of personnel in multiple dimensions, and promote the cooperation, exchange and transaction among exhibitors in and out of China on talents, projects, technologies, products and services by setting up exhibition areas with diversified themes and functions, carrying out the “list publishing and unveiling” activities, holding a series of promotion activities and exchange activities on site, with a view to continuously strengthening the agglomeration of global scientific and technological innovation resources and elements, and improving the efficiency and quality of serving to build a new pattern of development.
4.Talent Recruitment
By utilizing the advantages of the conference platform resource and co-operating with high-quality human resources service agencies, a series of talent recruitment activities will be held, such as Recruitment Session for Foreign Talents, Recruitment Session for Overseas Returnees, “Elite World” Recruitment Session for Senior and Middle-level Talents, and “Smart Globe” Recruitment Session during the CIEP, as well as special recruitment sessions for high-level talents in some provinces and cities at other times, so as to provide employers with talent recruitment services with respect to overseas high-end talents, foreign professionals, foreign students and young scientists in China, overseas returnees, and domestic talents to meet the eager demand of employers and talents for a two-way choice.
5.Theme Activities
Guided by major issues and topical issues concerning national and local economic and social development and industrial development demand, Parallel Sessions, Overseas Talents to Visit China, Science & Technology Diplomats’ Service Action, Innovation and Entrepreneurship International Competition, as well as other brand activities of the Conference will be carried out on a regular basis and in a targeted manner on basic and applied scientific research, so as to give full play to the domestic and foreign markets and resources and serve the high-quality economic and social development
(II) ONLINE EXHIBITION
1.Virtual Exhibition Hall
In combination with the offline exhibition content, in the form of multimedia including graphics, audio and video, and by virtue of information technologies represented by 3D, the Conference will set up the street-style virtual exhibition halls and invite exhibitors in and out of China to set up exhibitions online to display the progress and results of international cooperation on scientific and technological innovation and international exchange of personnel, introduce policies, promote environment and resources, and share knowledge and experience.
2. Expert Online
The Conference will release the scientific and technological innovation projects and talent supply and demand for domestic and foreign universities, scientific research institutions, human resources institutions, scientific and technological innovation enterprises, domestic and foreign expert organizations and professional institutions through the platform of “Expert Online System” (Expert Online System for Overseas Professionals). Moreover, centering on the key areas and industries of economic and social development, and in combination with online roadshow, live streaming, special zone displays and other service sectors, the Conference will carry out the “list publishing and unveiling” activities to provide both suppliers and demanders with comprehensive, intelligent and precise matchmaking services.
3.Online Recruitment
By leveraging the advantages of the Conference as a platform and co-operating with professional human resources service agencies, the recruitment areas will be set up for high-end overseas talents, foreign professionals, foreign students and young scientists in China, overseas returnees, and domestic talents, to provide pragmatic, efficient and precise recruitment services that meet the refined needs of employers.
V. Preparation for Attending the CIEP
(I) According to the overall arrangement of the Ministry of Science and Technology (State Administration of Foreign Experts Affairs) and Shenzhen Municipal People's Government, the CIEP related organization and implementation matters will be specifically undertaken by the Shenzhen Center for International Exchange of Personnel. II. Main Contents
(I)Shenzhen Forum
As the core of the meeting system of the Conference, with focus on major issues on national strategy, Shenzhen Forum will invite relevant leaders, foreign experts, top scientists and well-known entrepreneurs to attend and carry out discussions and exchanges.
The 21st CIEP plans to hold the "Shenzhen Forum: Global Sci-Tech Innovation Cities". Leaders of the Ministry of Science and Technology will be invited to deliver keynote speeches, and officials (chiefs) from the World Intellectual Property Organization, Beijing, Shanghai, the Guangdong-Hong Kong-Macao Greater Bay Area, and the world's major innovation city clusters will also be invited to make speeches. (II)Parallel Forums
Parallel forums highlight the priorities and topical issues in science and technology cooperation, talent exchange, international environment construction, green and low-carbon development, fintech, integration of innovation chains and industrial chains, and research on disruptive technologies, for which guests from government management departments, academia and industries will be invited for in-depth discussions and exchanges.
At the parallel forums of the 21st CIEP, we will continue to effectively hold the brand forums of global influence, such as the "Forum on Scientific and Technological Innovation Underpinning Rural Revitalization" (the 3rd session) and the "International Forum on Project Management" (the 10th Session), and invite top scientists and young and middle-aged researchers from home and abroad to participate in relevant forums of special fields . (III)Special Sessions
Special Sessions highlight the priorities and difficulties in technological innovation and human resource work. During the special sessions, science and technology management departments, professional associations, societies and non-government participants will be invited to hold symposiums and seminars in relevant fields, and relevant professionals will be invited to conduct in-depth discussions.
The 21st CIEP will establish a policy-release mechanism to release, during the conference, the documents and research reports related to important national and local policies on technological innovation and talent exchange as well as the construction of an open and innovative ecosystem. Taking advantage of the opportunity for relevant personnel from the Ministry of Science and Technology and local science and technology departments (committees and bureaus) to gather in Shenzhen during the Conference, the CIEP will also hold various policy seminars, policy exchanges, publicity and symposiums. the “Exhibition Negotiation” Section of the 21st CIEP
According to the General Work Plan for the 21st Conference on International Exchange of Professionals, the Conference, with supply-side structural reform as the main line and focusing on the construction of an innovation ecological chain that serves the “basic research + technical research + achievement industrialization + fintech + talent support”, will display the progress and prospect of China’s construction of international innovative ecological environment in multiple dimensions, and promote the cooperation, exchange and transaction among exhibitors in and out of China on talents, projects, technologies, products and services by setting up exhibition areas with diversified themes and functions, carrying out “Open Competition” activities, holding a series of promotion activities and exchange activities on site, with a view to continuously strengthening the agglomeration of global scientific and technological innovation resources and elements, making greater efforts to attract international talents, and improving the efficiency and quality of serving to build a new pattern of development based on promoting the integration of exhibitions and negotiations and reinforcing each other.

1.Exhibition Area for the Ministry of Science and Technology
The Exhibition of Technological Innovation Achievements from 2012 to 2022 will be held in this Exhibition Area to showcase the great achievements and major results of China's technological innovation in the past decade by use of pictures, material objects, models and other exhibition elements. [Led by the Department of Foreign Expert Services, Ministry of Science and Technology and China International Talent Exchange Center, supported by departments (commissions, bureaus) of science and technology of all provinces, regions and cities, cities specifically designated in the state plan and sub-provincial cities, and organized by the Logistic Service Center of the Ministry of Science and Technology]
2.Exhibition Area for Coordinated Development between Regions
Committed to stronger coordination of regional development by full use of domestic and overseas markets and resources, nine sections will be set (as follows). A planned government area and a market player area will be set up in the exhibition area. The government area will focus on displaying the relevant policies, platforms, services and other contents of the construction of international innovative ecological environment. In the market player area, 10 representative enterprises of the corresponding regions will be selected and invited from various provinces, autonomous regions and municipalities directly under the central government to carry out on-site transaction with their technologies, achievements and products, fully demonstrate the level of industrial development and the appeal of key enterprises in the corresponding regions, attract talents, deepen exchanges and cooperation, and promote the exhibition-negotiation integration. Moreover, a talent recruitment platform will be set up conditionally to provide a platform for enterprises to recruit talents at home and abroad.

3.Exhibition Area for Enterprises' Leading and Supporting Innovation
——Exhibition Section for Scientific and Technological Innovation Achievements of Central SOEs. Central SOEs will be invited to participate in the Conference and focus on displaying relevant achievements and results of scientific and technological innovation, as well as to conduct cooperation and exchange and product transactions through activities of "Project Demands List" and "List Publishing of Successful Talents Candidates", so as to promote the integrated innovations of upstream and downstream and small-, medium-, and large-sized enterprises of the industrial chain. ——Section for Exhibition and Transaction of Innovation and Entrepreneurship Achievements. In order to strengthen the dominant position of enterprises in innovation, we will invite "SRDI" scientific and technological enterprises, innovative micro, small and medium-sized enterprises, start-ups, individuals and holders (teams) of award-winning projects in China (Shenzhen) Innovation & Entrepreneurship International Competition to participate in the exhibition, promote technological innovation achievements and entrepreneurial projects, promote the implementation of achievement-related projects, and conduct on-site product transactions, so as to help scientific and technological enterprises and innovative micro, small and medium-sized enterprises develop into important cradles of innovation. Foreign (overseas) expert organizations, institutions of higher learning, scientific research institutions, human resources institutions, training institutions and enterprises will be invited to set up showrooms for promotion, so as to promote the practical partnering between domestic and foreign supply and demand sides. ——Section for Technological Innovation Exchange and Cooperation. Amid the orientation to innovation technology field in international superior frontiers, and the commitment to broader innovation cooperation among non-governmental participants, domestic and foreign talents and innovation institutions involved in cross-border innovation cooperation will be invited to display and introduce their superior innovation resources and work outcome, so as to effectively promote the practical partnering and cooperation of industry-university-research institute innovation resources in key technical fields. [Led by the China Science and Technology Exchange Center, and undertaken by International Technology Transfer Network]
——Section for Invigorating China Through Science and Education. Universities should highlight their own mission and value. In this exhibition area, domestic and foreign universities will be invited to showcase the achievements in construction of first-class universities and disciplines, the status quo of international environment construction, the cases of serving economic and social development, and the research results of dominant disciplines. [Led by the Department of Foreign Expert Services, Ministry of Science and Technology and China International Talent Exchange Center, supported by relevant domestic and foreign universities, undertaken by the Shenzhen Center for International Exchange of Personnel]
——Section for Exhibition and Promotion of Human Resources Service Agencies. In this Section, well-known domestic and foreign head-hunter firms, human resources markets, labor dispatch and outsourcing service agencies, talent assessment agencies, management consulting companies, etc. will be invited, so as to promote the alignment between supply and demand, project implementation, achievement transformation, and high-quality development of human resource service industry in the new era. [Led by the Human Resources and Social Security Bureau of Shenzhen Municipality, undertaken by the Shenzhen Center for International Exchange of Personnel and Asia-Pacific Talent Service Academy]
——Section for Exhibition and Promotion of Fintech Services. On the premise of more in-depth corporate Fintech services, a series of financial institutions and industry organizations including banks, futures, financing guarantees, securities, insurance and venture capital will be invited to participate in the Conference in this section. (I) Login/Register
Prospective exhibitors can log in to the official website of the CIEP (www.ciep.gov.cn) and fill in the basic information for registration by clicking “Exhibition”. With their user name and password, the registered exhibitors can log onto the exhibitor background for follow-up exhibition operation.
(II) Apply for booth
With their user name and password, the prospective exhibitors can log onto the exhibitor background and fill in required information for exhibition by clicking “Apply for Exhibition”. After confirmation, they can submit their application for booth.
(III) Confirm the booth
After the exhibition application information is confirmed by the Organizing Committee of the CIEP, the prospective exhibitors can sign the booth confirmation agreement (affixed with official seal) as required and send it to the Shenzhen Center for International Exchange of Personnel, and pay relevant fees in a timely manner.
(IV) Deadline
The deadline for exhibitor registration of the 21st CIEP is March 24, 2023. In principle, registration after the deadline will not be accepted.

the “Theme Activities” Section of the 21st CIEP
According to the General Work Plan for the 21st Conference on International Exchange of Professionals, the Conference around promoting the key role of science and technology innovation in the “Smooth Circulation” will organize various forms of theme activities with relevant partners (hereinafter referred to as “the activities”) focusing on basic and applied scientific research, as well as major issues in economic and social development, heated issues and industrial development needs by relying on the domestic circulation and leveraging the domestic and foreign markets and resources, with a view to attracting global resources in scientific and technological innovation and serving the high-quality development of national and local economy and society.
I. Time
On a regular basis throughout the year.
II. Contents
The activities will mainly take the form of thematic forums, project cooperation, talent exchange, and investigation & guidance, etc., and one activity could be held for multiple sessions alone or together with other activities according to the needs of the relevant partners.
(I) Thematic Forums
In the context of promoting mutually beneficial and win-win bilateral and multilateral international cooperation in science and technology innovation and talent exchange in an open environment, relevant leaders, Chinese and foreign experts and scholars, and enterprise representatives will be invited to have discussions and share experience around topics like national and relevant local development priorities and industrial development directions.
(II) Project Cooperation
In line with the principle of targeted and practical matchmaking to facilitate more successful cooperation, partners will be invited to jointly determine the specific areas and themes by focusing on national and relevant local development priorities and industrial needs, demand information collected by partners will be pushed to foreign expert organizations and other overseas cooperation channels for matching purpose, and on-line and off-line project promotion conferences will be organized for highly matched projects between the supply and demand sides.
(III) Talent Exchange
For the purpose of satisfying relevant local industrial development and talent demand, the human resources service agencies working in partnership with the CIEP will be invited to timely organize talent recruitment, communication and exchange, etc. based on the talent demand information collected by relevant partners.
(IV) Investigation & Guidance
Foreign experts will be invited to conduct targeted investigation and give guidance for the difficulties of local industries or technical problems of enterprises.
III. Forms
In line with the principle of frugality, greater efficiency and convenience, the activities will be carried out on-line and off-line. Following on-line matchmaking and communication in the initial stage, foreign experts, project holders, and overseas talents will be invited to China at a proper time for field visits, exchanges and guidance when their cooperation intention is clearly expressed.
IV. Brand Activities
(Ⅰ) Parallel Sessions
Parallel sessions will be held in some provinces and cities, centering on relevant local key development areas and industrial development directions, by holding different activities such as thematic forums, project promotion meetings, talent exchange meetings, special trainings, and study visits to serve local economic development. I. Time
The project matchmaking service will be delivered on a regular basis throughout the year.
II. Contents
By virtue of the EO system of strong capability in resource integration, ease of use, and wide coverage, various functions like on-line publishing, on-line negotiation, special zone display and multilingual service are designed to provide an on-line platform for technology matching, scientific research cooperation, results transformation, job recruitment, etc. between domestic enterprises and public institutions and foreign (overseas) expert organizations and professional institutions.
The “Open Competition” activities will be carried out through the EO system. During the Conference, the "Project Cooperation List" and "Talent Demand List” will be prominently displayed in the main exhibition hall and each exhibition area off-line, giving information on supply and demand of projects, technologies, funds, talents, etc., enabling exhibitors to realize mutually beneficial cooperation in practical terms. In addition, information on supply and demand of projects, talents, etc. collected by the exhibitors in advance can be posted in a centralized manner on-line at other times, among which key project cooperation demand and talent demand information will be prominently published on the official website of the CIEP, and overseas cooperation channels will be invited at a proper time to announce the matchmaking results, so as to enable all parties concerned to realize mutually beneficial cooperation in practical terms. IV. Process
(I) Submit supply and demand information regularly
Each organization is requested to collect and sort out the supply and demand information on various projects and talents based on their local industrial development needs and development priorities, and regularly fill in the Collection Forms for Supply and Demand Information of the Conference on International Exchange of Professionals (hereinafter referred to as “the Collection Forms”) which can be downloaded from the official website of the CIEP and send them to the email address specified by the CIEP within the corresponding period.
(II) Activate the user account of the system
The Organizing Committee of the CIEP will import all information of the Collection Forms from all organizations to the EO system, where a user account will be generated and sent to the email address provided by each organization, and select and publish key project and talent demand information. Each organization shall timely activate their user account of the EO system and continue to promote project matchmaking and cooperation by relying on the system resources.
(III) Make special requests in a timely manner
For various key project and talent demands which are not available for public release but in urgent need of services from the CIEP, please specify them in the Collection Forms and send them separately to the email address specified by the CIEP. The Organizing Committee of the CIEP will assist in finding suitable partners and talents by other means.
V. Service Fee Standards
The basic functions of the EO system are free of service charge. For value-added services, fees will be determined based on actual demands.

II. Main Contents
(Ⅰ) Virtual Exhibition Hall
In combination with the offline exhibition content, in the form of multimedia including graphics, audio and video, and by virtue of information technologies represented by 3D, the Conference will set up street-style virtual exhibition halls and invite exhibitors in and out of China to set up exhibitions online to display the progress and results of international cooperation on technological innovation and international exchange of personnel, introduce policies, promote environment and resources, and share knowledge and experience. 1. Register and Login System
The official Internet platform account system of the CIEP will be established. Exhibitors and individuals can fill in registration information as needed, generate digital passes, and enjoy corresponding rights. After logging in, one can carry out information retrieval, information release, online negotiation, advertisement application and other operations according to different permissions.
2. Exhibition Hall Management System
For the whole business process involving pre-exhibition preparation, in-exhibition management and post-exhibition service, it will provide services including online booth reservation and management, reasonable booth planning, booth technical requirements, booth integration upload and back-stage management.
3. Online Conference System
As a useful supplement to offline exhibitions, the online conference system will provide online conferences, online live broadcasts, online exchanges and other auxiliary services for forums, special conferences, project matchmaking and other activities organized and implemented by overseas institutions that cannot participate in the exhibition on site due to COVID-19.
4. Advertising Services
By giving full play to the role of the Internet platform of the CIEP as the main window for international technological innovation cooperation and talent exchange, this kind of service will provide all-media delivery management solutions according to local needs, and provide users with one-stop service convenience.
